Impeachment was discussed and debated frequently in Congress and in the press, including Harper’s Weekly. Representative James Ashley (R-Ohio) led the early effort to find grounds for the impeachment of Johnson, but Congress adjourned in June without taking action on the matter.

Congress approved two Reconstruction bills which placed implementation of Congressional mandates for the former Confederate states under the control of military commanders. Johnson vetoed both bills on March 2, but Congress passed the bills over his veto on the same day. A rider to an appropriations bill required that all presidential orders to the army be passed through the General of the Army, Ulysses S. Grant.
