A most important caucus of the Republican members of Congress was held at Washington on the 5th of January. The impeachment of the President was the subject under discussion. After a stormy debate it was decided that the Thirty-ninth Congress would not have time enough to impeach and try the President, and it was best to defer action until the Fortieth Congress came into existence, when documents for the impeachment will be prepared and submitted to the Senate. It was also decided that no action should be taken on the matter until agreed upon in caucus and referred to the Judiciary Committee of the House. The first steps under this programme were taken in the House on January 7, as will be seen by reference to our record of Congressional proceedings.
